Two platforms, and which one you need depends on who is buying
A Seoul business selling to Korean consumers is mostly working inside Naver: its blogs, its cafés, its Knowledge iN answers and its Place listings, in Korean, sustained over time. A Seoul business selling to buyers or patients outside Korea is working on Google, in English, and Naver is close to irrelevant to it. Most businesses here need both in some proportion, and the proportion is worth establishing before a single page is written, because the two require different people.
The English side of Seoul is larger and less contested than it looks. Medical tourism is the clearest example — the Gangnam dermatology, cosmetic surgery and dentistry clusters market internationally and compete for searches made in English, Chinese and Japanese from outside Korea. Alongside it sit the cosmetics exporters selling into Western e-commerce, the component and electronics suppliers whose buyers are procurement engineers abroad, and the international business and expat services around Yongsan and Jung-gu.
Districts still matter domestically. Gangnam, Hongdae, Itaewon, Jongno, Yeouido and Seongsu behave as distinct markets with distinct customers, and Korean local search resolves at that level rather than at the city one. That half of the work is delivered by a Korean partner; the Google and English-language half we run directly.

Should we be on Naver or Google?
Both, in a proportion set by who buys from you. Korean consumers are largely on Naver, so a Google-only plan aimed at them works the smaller share of the market. Overseas patients and buyers are on Google in English, and Naver does nothing for them. The mistake is picking one on principle instead of on where your revenue comes from.

English-language content that answers the questions someone asks before they commit to travelling: what the procedure involves, what it costs in total, how long they need to stay, what aftercare looks like, and what happens if something goes wrong. Those searches happen from another country, months ahead, and a Korean-language local listing never appears in them.
Can you do the Naver side yourselves?
Through a Korean partner, under the same plan and reporting. Naver visibility lives inside Korean-language platforms and cannot be done well from outside them, and we would rather say that than sell a version of it that does not work. The Google and English side we run directly.
We export cosmetics and components. Does Naver matter to us?
Much less than you might assume. Your buyers are in the United States, Europe and elsewhere in Asia, searching Google in English. Most exporters here need a modest Naver presence for domestic credibility and a serious English programme for the revenue that is actually growing.
